Dagalo: General Burhan’s SAF and Islamists responsible for April 15 war

Mohamed Hamdan Dagalo, Chairman of Sudan’s new Presidential Council and leader of the Rapid Support Forces, said on Saturday that the April 15 war was imposed on them by elements of the former ruling National Congress Party because of their alignment with the Framework Agreement.

Dagalo framed the conflict as part of a broader struggle against remnants of the old Islamist regime, arguing that those networks ignited the fighting after the RSF declared support for a civilian-led transition. “This war was forced upon us because we chose the path of a civilian-led state,” he said in his speech after being sworn in.

Dagalo’s remarks dismantled General al-Burhan’s forces’ (SAF) narrative that casts the RSF as the aggressor. He underscored that a transparent international investigation would reveal the truth: it was the SAF and its allied Islamist factions that engineered the April 15 war. Daglo positioned the RSF not as instigators, but as defenders of Sudanese civilians and the framework for a civilian-led state.

Dagalo reaffirmed that his government is committed to building a decentralized system that allows Sudanese to manage their regions, share resources fairly, and develop their communities.

He also tied his message to the broader vision of the Sudan Founding Alliance, which seeks to restructure the state on new foundations. Under the alliance’s plan, Nyala is designated as the administrative capital while El-Geneina is envisioned as an economic hub — part of a strategy to decentralize power and distribute resources more equitably across the country.
