
Rapid Support Forces (RSF) Deputy Commander Lt. Gen. Abdelrahim Hamdan Dagalo on Thursday issued Command Order No. 7/2025 directing RSF units to protect civilians, uphold military discipline and comply with international humanitarian law during operations.
Citing Article 25 of the 2017 RSF Act, the order mandates adherence to the RSF code of conduct and rules of engagement, bans targeting civilians and civilian infrastructure, and prohibits child recruitment, arbitrary detention, enforced disappearance, torture and sexual violence. It instructs forces to allow safe passage from combat zones, ensure care for the wounded and sick, safeguard civilian property, and facilitate unimpeded humanitarian access.
Commanders are made responsible for enforcing compliance, maintaining strict discipline, preventing abuses, and taking immediate disciplinary or criminal action against violators. Anyone breaching the order will face a field court for disobeying orders under the RSF Act.
The directive also requires full respect for the emblems and personnel of the Red Cross/Red Crescent and other aid groups, and humane treatment of all detainees, including prisoners of war. The order took effect upon signature on October 30, 2025.
