New SAF junta demands risk burying Sudan’s truce bid before it begins

The Port Sudan military junta has submitted four conditions to the Quad mediators for a humanitarian truce, according to regional outlets citing Al-Sudani’s reporting.

The junta demands: 1) Rapid Support Forces (RSF) withdrawal from areas seized recently; 2) cantonment of RSF units in designated sites; 3) deployment of police in any areas the RSF vacates; and 4) an international mechanism to monitor the truce and block external weapons flows to the RSF.

The Quad—United States, Saudi Arabia, United Arab Emirates and Egypt—has been pushing a three-month humanitarian truce as an entry point to talks and a broader political process. The UK and partners reiterated support this week for a ceasefire aligned with the Quad framework.

The RSF has publicly said it accepts the Quad-proposed truce and is ready to discuss a full cessation of hostilities, though fighting has intensified in several areas despite the announcement. The junta has not issued a formal acceptance and is positioning any agreement around the four preconditions.

If the Quad were to accommodate the junta’s conditions, it would face near-impossible verification hurdles—mapping RSF-held zones, deploying neutral monitors, and sequencing police units amid an active war. Such demands would only delay peace efforts and serve no purpose other than advancing the political survival of General Burhan and his Muslim Brotherhood-aligned circle within the Port Sudan military junta.
