
The Sudan Founding Alliance, known as TASIS, is holding intensive meetings to finalise ministerial portfolios and administrative structures for what it calls the Peace and Unity Government, a rival authority being formed in areas outside the control of the Port Sudan–based administration.
Prime Minister Mohamed Hassan al-Ta’aishi has issued new appointment decisions naming Koko Mohamed Jagdoul, a senior figure and political bureau member of the Sudan People’s Liberation Movement–North, as minister of education. Al-Basha Tabiq was also appointed minister of energy and oil, according to TASIS-aligned sources.
The alliance said work is ongoing to complete the remaining cabinet positions amid growing anticipation in areas under TASIS control, where the formal announcement of the Peace and Unity Government is expected within the next two days.
TASIS emerged publicly following the signing of a political charter in Nairobi in early 2025 by the RSF and allied political and armed movements, paving the way for the formation of a parallel government structure. The initiative has drawn international concern, with critics warning it could deepen political fragmentation and entrench de facto divisions in war-torn Sudan.
The conflict between General al-Burhan’s army (SAF) and the Rapid Support Forces, which erupted in April 2023, has devastated the country, displaced millions and triggered what the United Nations describes as one of the world’s worst humanitarian crises.
