
Rwandan President Paul Kagame dismissed Prime Minister Edouard Ngirente on Wednesday and named Justin Nsengiyumva, vice governor of the National Bank of Rwanda, as his replacement, the government spokesperson’s office said.
Nsengiyumva pledged to serve “with humility and dedication,” telling Kagame he would help advance the president’s vision “with integrity and purpose.”
Under Rwanda’s constitution, the appointment triggers the formation of a new cabinet. Kagame, in consultation with the new prime minister, must name ministers within 15 days.
Ngirente had served since 2017.
Nsengiyumva holds a PhD in economics from the University of Leicester, a master’s in economic policy and management from the University of Nairobi, and a bachelor of commerce from the Catholic University of Eastern Africa. He previously served as permanent secretary in the education and trade ministries and worked in the UK government as a senior economic adviser at the Office of Rail and Road.
