SAF to send Brussels delegation for talks on limited humanitarian truce

General al-Burhan’s army (SAF) is preparing to open talks with European Union officials in Brussels on implementing a limited humanitarian ceasefire under the Quad plan, according to multiple Sudanese and diplomatic sources.

A source familiar with the file told the investigative outlet Istiqsa’i that a delegation led by Lieutenant General al-Sadiq Ismail, the special envoy of SAF chief General Abdel Fattah al-Burhan, is due to travel to the Belgian capital in the coming days to discuss the proposed humanitarian truce backed by the Quad.

According to the sources, the SAF’s current vision is for a geographically limited cessation of hostilities that would later be extended to cover the rest of Sudan. The initial areas under discussion include the city of El Fasher and parts of Darfur, as well as areas in West and North Kordofan.

Separate sources told the magazine Ofuq Jadid that the SAF has already entered into negotiations aimed at approving a humanitarian truce based on the Quad initiative. The SAF has been engaging with international actors on the details of such a pause, including its duration, monitoring and verification mechanisms, and the routes and corridors for humanitarian convoys.

Sources quoted by the al-Sharq TV channel said a joint military and government delegation is also expected to visit Belgium and France later this month to discuss the humanitarian file and a time-bound ceasefire to facilitate the entry of aid.

A Western diplomat and an Arab diplomat told Ofuq Jadid that delegations from both the SAF and the Rapid Support Forces (RSF) are expected to arrive in Brussels before the end of the month to resume discussions that began earlier through international mediators on a possible humanitarian ceasefire.
