Prime Minister Mohamed Hassan al-Ta’ayshi has issued a decision prohibiting the sale, transfer, lease or other disposal of government assets, premises and property until an official inventory process is completed.
Decision No. 36 of 2026 bans all forms of transactions involving state-owned assets, including sales, waivers, leases, mortgages, transfers, allocations, handovers to third parties, evacuations, exchanges, removals or any other form of disposal.
The measure follows Cabinet Decision No. 1 of 2026, which established a committee tasked with identifying, documenting, receiving and safeguarding government assets, premises and property, as well as regulating their status.
Under the decision, all ministries, government units, institutions, authorities, civil administrations and other state bodies are prohibited from changing the ownership, possession or status of government assets and premises unless authorised by the competent authority and carried out in accordance with existing laws and regulations.
Government bodies were also instructed to protect assets and premises under their control and refrain from taking any action that could interfere with or obstruct the work of the government asset inventory and handover committee.
The decision requires state institutions, administrative units and civil departments to give the committee and its subcommittees full access to records, documents and data relating to government property and to cooperate fully with their work.
Decision No. 36 will remain in force until the committee completes its inventory and submits its report to the relevant authorities, or until the prime minister issues further instructions.
Heads of government units and directors of institutions and civil administrations will bear administrative and legal responsibility for any violation of the order or any unauthorised transaction involving government property.
