Sudanese groups accuse junta government of indefinite delays

A senior Ministry of Social Welfare official has said that security concerns obstruct the registration of voluntary organizations in Khartoum State.

The official explained that Khartoum State authorities expressed security reservations regarding organizational activities, citing institutional overlap between the commission and the ministry.

He added that the ministry aims to resolve these issues, emphasising the importance of benefiting from the humanitarian contributions of such organizations.

National organizations and volunteer initiatives have accused Khartoum authorities of deliberate delays in renewing registrations, describing the practice as administrative procrastination.

A senior organizational official said renewal of annual registration was halted by the General Intelligence Service without explanation or formal rejection.

He insisted that all necessary requirements were fulfilled, yet authorities continued dragging their feet without transparency or clear justification.

“After great effort, we obtained only a one-month extension, after which we are left in uncertainty,” the official complained.

Another volunteer initiative representative noted that procedures worsened after the army assumed control of Khartoum State during the ongoing conflict.

He recalled that throughout the war, organizations operated normally with state support, highlighting that many initiatives now work without formal registration.

Reports indicate that several organizations suspended under the transitional General Abdel Fattah al Burhan-led junta government of Abdullah Hamdok have resumed activities despite bureaucratic hurdles.

The Khartoum State government now requires all voluntary actors to register with the Humanitarian Aid Commission in order to continue operations.

This tightening of control reflects broader anxieties of a government balancing wartime governance with civil demands, leaving organizations trapped in administrative limbo.

For many groups, the true struggle is not registration but endurance — the fight to serve amid suspicion, silence, and a city at war.
