Sudan’s Dagalo issues new orders to protect civilians, facilitate aid

In a significant move aimed at bolstering civilian protection and ensuring the smooth delivery of humanitarian aid, General Mohamed Hamdan Dagalo of the Rapid Support Forces (RSF) has issued a new administrative order.

Saturday’s directive is part of the ongoing efforts by the RSF to fulfill its commitments made during international negotiations and agreements.

The order, which targets all RSF units, including the newly established Civilian Protection Unit, outlines specific responsibilities related to protecting civilians and facilitating aid.

General Dagalo emphasized that all commanders at every level must adhere to these instructions, which are grounded in the RSF Law of 2017, as well as the principles of international humanitarian law.

“This extraordinary order aligns with our commitments made during the Geneva negotiations, as well as the Jeddah Declaration and the Manama Agreement,” stated General Dagalo.

“It also continues the routine administrative measures we implement quarterly to ensure discipline and adherence to the law.”

He further warned that any violation of these orders would result in legal consequences, stressing the importance of strict compliance with the established rules of engagement and conduct during combat.

This latest directive underscores the RSF’s ongoing efforts to prioritize civilian safety and the effective distribution of humanitarian aid amidst the ongoing challenges in the region.
