UN says Sudan civilian deaths surge sharply in 2025

Civilian killings in Sudan’s war more than doubled in 2025, the United Nations human rights chief told the Human Rights Council.

Volker Turk said thousands remain missing or unidentified, warning the toll is far higher than documented.

Since April 2023, fighting between General Abdel Fattah al Burhan’s army and the Rapid Support Forces has killed tens of thousands.

The conflict has displaced 11 million people and triggered one of the world’s worst humanitarian crises.

“In 2025, civilian killings rose more than two and a half times compared with last year,” Turk said.

He condemned sexual violence, summary executions and arbitrary detentions committed by both sides.

More than 500 cases of sexual violence were documented this year, with women and girls targeted.

Turk urged diplomatic pressure to secure a humanitarian truce and move toward a permanent ceasefire.
