
The U.S., United Arab Emirates, Egypt and Saudi Arabia will convene a high‑level Quad meeting on Sudan in Washington on 20 July, diplomats told Sudan Tribune.
A U.S. official familiar with the agenda said Washington will table a two‑step plan:
- Immediate cessation of hostilities between General al-Burhan’s army (SAF) and the Rapid Support Forces (RSF).
- A face‑to‑face meeting between SAF chief Gen. Abdel Fattah al‑Burhan and RSF commander Mohamed Hamdan “Hemedti” Dagalo to launch direct political talks.
The source added the session is expected to draw senior ministers and may require “concessions from certain participants,” without elaborating.
Quad organisers have not invited former prime minister Abdalla Hamdok or other members of the Samoud civilian bloc, spokesman Jaafar Hassan confirmed. A Western diplomat said Washington had floated bringing in figures ousted in the 25 October 2021 coup, but Cairo opposed the idea.

Last month’s Quad gathering produced a non‑binding communiqué calling for a truce, civilian‑protection guarantees, unrestricted aid delivery and a pathway to civilian rule—proposals diplomats say will be revisited next week.
