
High-level delegations from Niger and Benin met in Cotonou in a renewed push to normalise strained diplomatic relations and advance border reopening efforts.
The working session focused on laying the groundwork for reopening the long-closed shared border, a key step in restoring trade and regional connectivity between the two countries.
The talks follow a recent visit to Niamey by Benin’s newly inaugurated President Romuald Wadagni, which helped revive direct political engagement and set the tone for the latest diplomatic momentum.
During those earlier discussions, both sides agreed on a nine-point framework aimed at gradually removing the obstacles that have disrupted bilateral cooperation since relations deteriorated.
The border has remained shut since the military coup in Niger in July 2023, which triggered heightened political tensions across the region.
Relations further worsened after Niger accused Benin of allowing foreign military presence on its territory, allegations that deepened mistrust between the neighbours.
While economic and logistics interests remain central to both sides, Niger’s delegation has insisted that any reopening must be tied to firm security guarantees.
Led by Major General Mohamed Toumba, Nigerien officials presented two key conditions to Benin.
The first is a formal non-aggression agreement preventing either country from permitting its territory to be used for hostile actions against the other.
The second calls for full transparency on foreign military deployments, including the creation of a joint intelligence mechanism to improve coordination and trust.
Both countries continue to face significant security challenges from armed extremist groups operating across the wider Sahel region, adding urgency to efforts to stabilise relations.
A breakthrough agreement could restore one of West Africa’s most important trade corridors, linking inland economies to Atlantic shipping routes.
Technical committees from both sides are expected to continue detailed discussions in the coming period to finalise a comprehensive roadmap for their leaders’ approval.
