South Sudan overrides court, mandates cargo seals

South Sudan mandates that all cargo entering or exiting its borders must carry special seals it provides, dismissing a legal challenge by traders opposed to this measure.

This directive comes five months after Kenyan clearing and forwarding agents took legal action to prevent South Sudan from introducing a second cargo tracking seal.

Juba has now ordered East African countries to adhere to the directive without delay.

On August 13, SSRA’s Dr. Daniel Kon Ater issued a notice instructing stakeholders in Uganda, Kenya, and Tanzania to tag goods heading to South Sudan with the required Electronic Cargo Tracking Note (ECTN).

The SSRA emphasized that taxpayers, clearing agents, and transporters, including NGOs handling cargo to and from South Sudan, must attach the regionally recognized electronic cargo tracking seal.
