Al-Qouni Dagalo attended Hague peace event under alias: NOS

A senior Rapid Support Forces figure and brother of RSF commander Mohamed Hamdan Dagalo attended a peace conference in The Hague in late 2024 under an assumed name, according to an investigation by Dutch broadcaster NOS.

Al-Qouni Hamdan Dagalo Musa, also known as Algoney Dagalo, participated in a panel at an event held in a building used by Erasmus University’s International Institute of Social Studies, NOS reported on Monday.

The Hague Peace Projects, which organised the event, said Dagalo was presented to organisers under the name “Ahmed Musa” and that his true identity was discovered only during the conference.

Dagalo, a younger brother of RSF commander Mohamed Hamdan Dagalo, known as Hemedti, has been identified by the United States as a senior RSF procurement figure.

The US Treasury sanctioned him on Oct. 8, 2024, accusing him of leading efforts to obtain weapons and military equipment for the RSF.

The Dutch Foreign Ministry told NOS that Dagalo was already inside the Schengen area before travelling to the Netherlands and held a valid three-year multiple-entry visa.

The ministry said it became aware of his presence in the Netherlands on the day of the conference but did not alert police or judicial authorities because there was no arrest warrant or entry ban against him at the time.

The International Institute of Social Studies said Dagalo would not have been allowed to attend had his identity been known beforehand.

NOS reported that images from the conference were later circulated online in Sudan.

Dagalo was subsequently placed under European Union sanctions in January 2026, meaning he is now subject to an EU travel ban and asset freeze.

The US sanctions designation lists Dagalo as an RSF procurement director and says his arms procurement activities contributed to prolonging Sudan’s war.

The RSF and Sudanese army have been at war since April 2023, with international investigations documenting serious violations by forces on both sides.
