
A coalition of Sudanese human rights organisations told the UN Human Rights Council that General al-Burhan’s army (SAF) and allied militias have used racial discrimination as a weapon of war during the civil conflict that began in April 2023.
In a joint statement, the Federation of Sudanese Human Rights Centers, the Federation of Sudanese Human Rights Organizations and the Save Sudanese Civilians Coalition alleged systematic abuses against civilians from Darfur, the Nuba Mountains and Blue Nile, including arbitrary arrests, denial of aid, movement restrictions and incitement via pro-military media. The groups said the practices amount to a deliberate policy to humiliate and exclude targeted communities.
The statement said a “recurring pattern of ethnic cleansing” has been documented in Al-Jazirah state and mirrored atrocities reported in Darfur, notably in El Geneina, Zalingei and Kutum, including massacres, rape and starvation.
The coalition urged the Council to condemn the conduct, ensure it is reflected in the mandate of the Sudan fact-finding mission, and called for targeted sanctions and rigorous documentation by UN bodies. It argued the actions breach the International Convention on the Elimination of All Forms of Racial Discrimination, the ICCPR and international humanitarian law.
