
The Rapid Support Forces (RSF) will join talks convened by the Quad in Washington only under stringent conditions rooted in the Sudan Founding Alliance charter, according to sources familiar with the group’s position.
The RSF’s baseline principles include a secular and federal system, creation of a single professional national army, extradition of suspects wanted by the International Criminal Court, and an international inquiry into all violations—explicitly including alleged use of banned chemical weapons. The group also calls for dismantling the Islamist National Congress Party and affiliated militias.
The sources said the RSF insists on continuing military operations during negotiations, arguing it will not permit Islamist-aligned forces to use talks to secure a tactical truce.
They added the RSF remains open to peace initiatives, while accusing General al-Burhan’s army (SAF)—described as controlled by the Islamic Movement—of stonewalling and evading past proposals.
