
Sudan’s police have refused to implement an order from SAF chief Gen. Abdel Fattah al-Burhan to issue passports to all Sudanese citizens, including those on travel restriction lists.
Osman Mohammed al-Hassan Dinkawei, the head of Sudan’s Passport and Immigration Department, stated that lifting the ban on passport issuance for blacklisted individuals requires a legal amendment.
On Saturday, al-Burhan directed the Interior Ministry’s Passport and Immigration Department to ensure no Sudanese citizen is denied travel documents.
Activists have criticized both al-Burhan’s directive and the police’s rejection, calling it a coordinated political maneuver.
They argue that the sequence of events—issuing the order, followed by a police refusal citing legal constraints—was designed by al-Burhan as political propaganda.
Many accuse Sudan’s Port Sudan-based authorities of systematically violating fundamental rights under the pretext of security concerns.
