
TASIS Government of Peace and Unity has issued a new directive regulating the activities of foreign and national humanitarian organisations operating in areas under its control, introducing strict registration deadlines and new compliance requirements.
In a statement released Wednesday, Ezz El-Din El-Safi, head of the National Humanitarian Access Authority, announced what he described as a “governance and regulation” framework aimed at organising aid delivery and overseeing humanitarian work.
The directive, formally titled Ministerial Decision No. (1) of 2026, came into effect immediately upon issuance.
Under the new rules, all foreign and domestic organisations must complete registration procedures and obtain accreditation within 30 days. Any organisation failing to comply within the deadline will be barred from operating in areas controlled by the Peace Government.
Authorities said registration certificates would be issued within 72 hours once all requirements are met.
The decision also mandates that all foreign organisations sign a “technical agreement” outlining project details, operational areas, budgets, and monitoring and evaluation mechanisms.
In a move likely to draw scrutiny, the Peace Government ordered all United Nations agencies to reopen offices across its territories within 45 days. The directive warned that failure to comply could result in administrative measures, including the revocation of entry approvals for UN representatives.
Officials said the measures aim to “facilitate humanitarian work, ensure the smooth flow of aid, and protect humanitarian personnel,” though the announcement signals an effort to consolidate administrative control over relief operations in contested areas.
