
Sudan and a Saudi investment group have signed a memorandum of understanding to rehabilitate the Khartoum oil refinery and build a new large-capacity refinery in Port Sudan, Sudanese state news agency SUNA reported.
The agreement was signed at the Ministry of Energy and Petroleum in Khartoum as part of efforts to expand Saudi investment and cooperation in Sudan’s oil and energy sector.
Mohamed Awad al-Jak, director-general of petroleum facilities at Sudan’s Energy and Petroleum Ministry, signed on behalf of the Sudanese side. Sultan al-Anzi, chief executive of Saudi Arabia’s Twaik Group, signed for the company on behalf of its chairman, Twaik bin Muqad al-Otaibi.
The signing ceremony was attended by Energy and Petroleum Ministry Undersecretary Ali Abdelrahman, the director-general of the Khartoum refinery and a number of oil and energy specialists.
Abdelrahman welcomed Saudi interest in investing in Sudan’s energy sector, saying cooperation would initially focus on the Khartoum and Port Sudan refinery projects, which are planned to have significant refining capacity.
He instructed officials to facilitate the project and remove obstacles ahead of negotiations on a final agreement and the start of implementation.
Al-Anzi said Twaik Group was serious about expanding its investments in Sudan, particularly in the petroleum sector. He highlighted the group’s financial and technical capabilities and its experience in infrastructure, industrial projects and oil refinery development in Saudi Arabia and other Gulf countries.
Al-Jak said the Saudi delegation had spent a week holding detailed technical and investment discussions with Sudanese officials before the memorandum was signed.
Twaik Group operates across several sectors, including contracting, infrastructure, mining and industrial assets. Its subsidiaries include Ammar United, which works in the oil, gas and refinery industries.
The company said the planned partnership is part of its effort to expand investment in Sudan and tap opportunities in the country’s energy and petroleum sector.
