The Government of Peace has formally asked UN General Assembly President Philémon Yang—copied to Secretary-General António Guterres—to accredit Dr. Goni Mustafa Abubakr Sharif as Sudan’s permanent representative in New York.
In a letter signed by Prime Minister Mohamed Hassan Osman al-Ta’ayshi, the government says Sharif’s appointment was made under Prime Ministerial Decree No. 1/2025 and Presidential Council Decision No. 4/2025, both dated Aug. 31, 2025, granting him full powers to represent Sudan on all UN matters.
The submission rejects the claim of the Port Sudan-based junta aligned with General al-Burhan’s SAF to speak for the country at the UN. Citing the Founding Charter and the 2025 Interim Constitution, Ta’ayshi writes that the “Government of Peace” is the sole body entitled to represent Sudan in international forums.
Khartoum’s request asks the GA presidency to take all necessary steps to seat its new envoy, circulate the decision among member states, and register the letter as an official UN document. An attached memo from the prime minister outlines the rationale for forming the Government of Peace, its strategic objectives, commitment to voluntary national unity, and alignment with the purposes and principles of the UN Charter.
The move comes amid a pivotal political moment following the government’s announcement, as it seeks international legitimacy in the face of the Port Sudan SAF junta.
