The United States has lifted sanctions imposed under an Ethiopia-related emergency framework after the national emergency underpinning the measures expired, the US Treasury Department said.
The Treasury’s Office of Foreign Assets Control (OFAC) said the national emergency declared under Executive Order 14046 on September 17, 2021, had expired.
The executive order was introduced in response to what Washington described at the time as a humanitarian and human rights crisis linked to the conflict in Ethiopia.
Following the expiration, OFAC removed individuals and entities sanctioned under the order from its Specially Designated Nationals and Blocked Persons, or SDN, List. The Ethiopia-related sanctions programme has also been classified by OFAC as inactive and archived.
The removals included people and entities whose property and interests in property had previously been blocked under Executive Order 14046.
In a separate action announced on Friday, OFAC amended a Russia-related general licence concerning the possible sale of international assets belonging to Russian oil producer Lukoil.
General License 131J authorises negotiations, due diligence and the signing of contingent contracts involving the potential sale of Lukoil International GmbH or its majority-owned subsidiaries to non-sanctioned parties.
The licence does not permit the actual transfer or sale of the assets without separate OFAC approval.
OFAC said the amended licence will remain in effect until October 22, 2026.
